Mexico has implemented government regulations to advance its energy
reforms regardless of the oil-price slump, Aldo Flores Quiroga, Mexico’s
deputy secretary of energy for hydrocarbons, said during a May 1 speech
at the Offshore Technology Conference in Houston.
