Thai Oil PLC has let a $4-billion contract to a consortium of Saipem, Petrofac, and Samsung for the Clean Fuel Project at its 275,000-b/d refinery at Sriracha, Thailand. The work will include engineering, procurement, construction and start-up for new units and upgrading of existing units.
